The TDA commissioned the practice to develop concepts for the redevelopment of the run down area on the western quayside of Paignton Harbour. The brief called for a range of solutions to be interrogated and the opportunities examined for hotel, residential, and retail uses, as well as providing clubhouse accommodation for small boat owners and dinghy sailors.
The intimacy of the harbour was key in defining the strong sense of place and a major driver in the design approach. Options were investigated and a preferred way forward was established for a mixed retail and residential solution, capable of being developed in phases to aid delivery.
The massing and form of the proposal drew inspiration from the mature Victorian scale and seaside colour palette of the Paignton townscape. The project received TDA Officer and English Heritage support but was considered to be contentious by Councillors and did not gain enough political support to be moved forward. It was eventually promoted as part of a package of sites to private developers in an initiative to construct a regeneration partnership for Torbay.
