The Victoria Shopping Centre and municipal car park adjacent to a main tourist destination along Torbay Road in Paignton was suffering from a number of problems. Lack of profile, structural defects within the car park and poor quality and aging design combined to make the development unattractive to the public.

The brief called for a complete rethink of how the centre might be redeveloped to be more accessible, better integrated into the fabric of the town and address its late Victorian surroundings in a more sensitive manner.

The ambition for Paignton in the Mayors’ Vision was to turn Paignton into a “Garden City”. A solution was found to create a green link between two existing public parks that incorporated a new public square and enclosed by a snaking living wall.

The car parking and service areas to the new centre were screened with contemporary terraces of houses that restored the street. The scheme provided 8022m2 of retail floor space, 671 decked car parking spaces, 12 new homes and a café bar and children’s area to serve Victoria Park.
